Rights of people suffering from mental disorders caused by the use of addictive substances

 

FUNDAMENTAL RIGHT TO THE HEALTH OF PEOPLE SUFFERING MENTAL DISORDERS by ADDICTIVE USE OF PSYCHOACTIVE, BIDDING AND ILLICIT SUBSTANCES.

The addiction to psychoactive substances is a disease that affects the mental health of people, for this reason the Constitution and the rules of the constitutional court have recognized that within the scope of protection of the right to health, the guarantee ofaccess to comprehensive treatments for subjects suffering psychological, and even physical, affectations, derived from the consumption of this type of substances.Additionally, in 2012, the Legislator, through Law 1566, recognized that the consumption, abuse and addiction of these substances "is a matter of public health and welfare of the family, the community and individuals and therefore , abuse and addiction should be treated as a disease that requires comprehensive attention by the State. It is clear then that individuals suffering from drug dependence have a special protection system that is reinforced by their condition of manifest psychic weakness, which forces the State and its entities to guarantee comprehensive protection and treatment to overcome this patholog
