Justice Guerrero is a lawyer from the Pontifical Xaverian University of Bogota and specialized in socioeconomic sciences at the same institution. He has served as Deputy Justice of the Constitutional Court, Legal Advisor and Assistant Secretary General of the National Federation of Coffee Growers, Deputy Justice of the Administrative Chamber of the Higher Council of the Judiciary, Director of the Judicial Career Unit of the Higher Council of the Judiciary, Secretary General of the Regional Autonomous Corporation for the Development of the Department of Nariño, Advisor to the National Constitutional Assembly of 1991 and Legal Advisor of the University of Nariño.

He was a Fulbright Scholar at the Monterey Institute of International Studies and has been a professor of constitutional affairs in both undergraduate and graduate programs since 1984. Took his seat September 4, 2012.
