Justice Ibañez studied Law at the Pontifical Xavierian University, and specialized in Constitutional Law at the same University. M.A.S. (Master of Advanced Studies) in Public International Law.

He is also Doctor of Laws, Suma Cum Laude, and Post-Doctor in Human Rights and International Criminal Law from the Alfonso X El Sabio University, Madrid, Spain. He stood out as a researcher, academic, and consultant in the areas of his training and professional experience, that is, constitutional law, administrative law, economic law, international law, and private law.

He has extensive experience in the exercise of the administration of justice as a national and international Arbitrator, as well as as a promoter of Alternative Dispute Resolution mechanisms, especially as a Amiable Compositeur. He served as Co-Judge of the Administrative Tribunal of Cundinamarca, of the Council of State - Civil Service and Consultation Room, and of the Constitutional Court. He has been Professor of Constitutional Law, Administrative Law, and Economic Law at the Universities Xavierian, Los Andes, Rosario, Externado of Colombia, Sergio Arboleda, Santo Tomás, Libre, Norte of Barranquilla, and of Ibagué.

He was Director of the Specialization in Administrative Law at the Universidad del Rosario (1992-1997), Director of the Specialization in Administrative Law at the Xavierian University (1999-2004), and Director of the Specialization in Substantive and Constitutional Contentious Law at the Xavierian University (2000-2004) in Bogotá, Colombia. He served as advisor to the National Constituent Assembly of Colombia in 1991, to the Constituent Assembly of Ecuador (1997) and to constituent processes in the Dominican Republic (1998). He was an officer at the Bank of the Republic of Colombia (1983-1994), a consultant for the Inter-American Development Bank, IDB (1993- 2000).

He was also consultant for the restructuring and modernization processes in different agencies of the Colombian Government. His research work has resulted in 18 publications. Similarly, he has participated in the co-production of 25 books and almost a hundred legal essays in indexed journals.
