Justice Lizarazo has worked as public servant in the positions of
Deputy Justice of the Fifth Section of the Council of State; as an Alternate Judge of
the First and Fifth Sections of the Council of State. Also, he was appointed to the
National Electoral Council during the period between 2002 and 2006, where he was also
appointed as Chair. Additionally, he served in the Executive Branch, as Vice-Minister
of Education and Governor of the Department of Northern Santander.
He is a lawyer from Universidad Libre of Colombia, specialized in Administrative Law.
Also, he holds a Master’s Degree in Administrative Law. Justice Lizarazo has more than
35 years of experience in legal practice and as consultant in matters related to
administrative and electoral law. He was also an advisor in the project to strengthen
democracy (Proyecto de Fortalecimiento Democrático) from the United Nations Development
Programme and IDEA International (International Institute for Democracy and Electoral
Assistance). He has been a professor of Administrative Law and Electoral Law and has
lectured in various national and international events. Was appointed to the Constitutional
Court February 6, 2017.
