Justice Meneses received a Law Degree from the Pontifical Xavierian University, and specialized in Administrative Law at the same University. She also holds a Specialization in Constitutional Law from the Centre for Political and Constitutional Studies of Madrid, Spain and advanced studies in Public Law at the University Charles III of the same city. She has wide professional experience in the practice of Public and Corporate Law. She served as Legal Director of the Telecommunications Company of Bogota Inc. - Utility Company. She was appointed as Superintendent of Family Subsidy. She was Secretary General to Redassist Inc.; Secretary General of the National Federation of Departments; and Delegate against Organized Criminality at the Office of the Attorney General of the Nation. She was also in private law practice as Legal Consultant in the area of public services.
