Justice Ortiz is the first female lawyer to be appointed as Chief Justice of the Constitutional Court after having initiated her career as an ad honorem law clerk in this Tribunal. She was born in San Juan de Pasto (Nariño), studied Law in University Externado of Colombia, holds a specialization in Constitutional Law from the University of Los Andes and a Master Degree in Public Law from University Externado of Colombia.

She was appointed Chair of the National Gender Commission of the Judiciary in 2018 and currently presides the Special Chambers of the Constitutional Court that monitor the compliance with the rulings that declared the unconstitutional state of affairs regarding the penitentiary system and the situation of internal forced displacement.

Chief Justice Ortiz has more than 27 years of professional experience, among which she has served 20 years in the judiciary as law clerk, assistant lawyer and Deputy Justice in the Constitutional Court, the Council of State and the Higher Council of the Judiciary, Alternate Justice of the Administrative Court of Cundinamarca and advisor to the Attorney General of the Nation. She took her seat at the Constitutional Court July 3, 2014.
