The inability for tax debts is constitutional

The inability for not paying the debts for fiscal responsability does not violate the Constitution, because it is a general provision that seeks constitutional objetives and is addressed to all public servants,  even to those who want to be President of the Republic or legislator.  The Court said that this topic does not affect the structure of the state or the principle of separation of power .
